SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.103 TO FACILITY OPERATING LICENSE NO. DPR-35 BOSTON EDISON COMPANY PILGRIM NUCLEAR POWER STATION DOCKET NO. 50-293

1.0 Introduction By letter dated February 18, 1987, Boston Edison Company transmitted a proposal to change the Pilgrim Technical Specifications.

The proposed change is to correct addresses for reports to NRC to comply with the recent l

revision to 10 CFR 50.4 effective January 5,1987 2.0 Evaluation The revision of 10 CFR 50.4 made effective January 5,1987 specifies addressees for communications with the NRC, which are at variance with l

addresses named in the Pilgrim Technical Specifications.

The proposed 1

change corrects the Technical Specifications to agree with the newly l

l specified addressees. This change is administrative in. nature and has no impact on the physical operation of the plant and no effect on the safety.

The staff has reviewed the licensee's changes and find they conform to l

NRC regulations.

3.0 Environmental Consideration l

This amendment involves a change to recordkeeping, reporting or administrative procedures or requirements.

The staff has determined that i

the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure.

The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding.

Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 52.22(c)(10).

Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 Conclusion Overall, we find that the changes proposed by the licensee are in accordance with the NRC rule change to 10 CFR 50.4, effective January 5, 1

1987. Accordingly, we conclude that the proposed changes are i

ecceptable.

The staff has conOuded based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will nct be endangered by operation in the proposed manner, and.(2) such act.ivities will be conducted in compliance 1

with the Commission's regulations, and issuance of the amendment will not I

be inimical to the common defense and security or to the health and safety of the public.
