{{#Wiki_filter:- _ _ _ _ _ _ _ _ - pq The University cf Michig n Michig:n M:m:rirl Phoenix Prebet Office of the Director 2301 Bonisteel Boulevard Ann Arbor,Michigarf 48109-2100 July 6,1998 Doctet 50-2 License R-28 United States Nuclear Regulatory Commission Document Control Desk Washington, D.C. 20555 Re: Ford Nuclear Reactor License Amendment 45: Receipt of Byproduct Material for Re-Irradiation, Organization Chart Update and Formatting Changes The University of Michigan hereby submits Amendment 45 to the Ford Nuclear Reactor License which would add Condition B (5) to the license to read as follows: Pursuant to the Act and 10 CFR Part 30, " Rules of General Applicability to Domestic Licensing of Byproduct Material," to receive for irradiation in the reactor in the amounts as required any byproduct material without restriction to chemical or physical form having a definite research and development purpose. The intent of Condition B (5) is to grant license authorization for the receipt of byproduct material that is associated with, a part of, or contained in experiments or experimental facilities for the express purpose of additional exposure to r eutron irradiation. It is recognized that License Condition C will apply to bypuduct material licensed under Condition B (5). It is further recognized that the limits impued by specification 3.7 Limitations of Experiments contained in the Technical Spect 'ications must also be satisfied by all byproduct material received under this amendment. Reactor staff will develop and modify procedures as necessary to assure that Technical Specification and material accountability requirements are met. These procedures will be reviewed and approved by the FNR Safety Review Committee prior to receipt of any byproduct matenal under this amendment. This license amendment does not raise unreviewed radiation safety issues. Current facility procedures are sufficient to assure byproduct material received under this amendment will be handled in a manner such that radiation exposure is maintained ALARA. The second substantive change is an update to Figure 6.1 of the Technical Specifications l titled Organization Chart for the Ford Nuclear Reactor. The updated chart reflects organization and title changes that have recently occurred outside of PMI1FNR. f h'

Page 2 With this amendment, the License and Technical Specifications have been converted from an outdated word processing program to a word processor currently supported (Microsoft Word). This resulted in a consolidation in the number of pages. Some minor changes were also made to improve clarity. A complete copy of the proposed License and Technical S xcifications as amended is enclosed. Non-substantive changes have not been specifically ic entified in the Technical Specifications, however, a table that calls out all of the modifications by page number is enclosed.
