i July 9,1998 Mr. Alfred C. Tollison, Executive Vice President institute of Nuclear Power Operations 700 Galleria Parkway, N.W.

Atlanta, GA 30339-5957

Dear Mr. Tollison:

Enclosed in this letter is the calendar year 1997 Annual Report on the Effectiveness of Training in the Nuclear Industry. The report is based on the NRC's (1) review of training-related issues derived from Human Factors Information System data from licensee event reports, inspection reports and examination reports, (2) observations of the INPO accreditation process and (3) review of the results of operatorlicensing inspection and oversight activities. The report concludes that the INPO accreditation process continues to be an acceptable means of ensuring the training requirements contained in 10 CFR Parts 50 and 55 are being met.

Although NRC monitoring has provided some indications oflimited specific weaknesses in training programs, overall, all indicators suggest that the industry is implementing training programs in accordance with the regulations.

The issues detailed in this report were discussed in general terms during our coordination meeting on February 25,1998. At that time we committed to providing our annual report to you. If you have questions on any o' the topics discussed in this report please contact Mr. Robert Gallo, Chief, Operator Lir.ensing and Human Performance Branch, at (301) 415-1031.

Sincerely.
