Dear Dr. Murley:

Re: Robert C. Arnold On August 1, 1987, Robert C. Arnold became Senior Vice President-Power Supply of GPU Service Corporation. His responsibilities in that position include supervising the operation of the transmission system of the GPU companies.

In its Order relating to the restart of Unit No. 1 of the Three Mile Island nuclear generating station, the Commission required that it be notified prior to Mr. Arnold's return to a responsible position at TMI-1.*

The transmission system to be administered by Mr. Arnold receives all energy produced by TMI-l and furnishes off-site energy to the plant. Operation of the transmission system also includes coordination of the scheduling of the production of energy from

  • CLI-85-2, p. 64. The basis for this requirement was subsequently addressed. The Commission concluded that there was not a need to place any constraint on Arnold's employment in the regulated nuclear industry, but did not change the notification requirement contained in CLI-85-2. (CLI-85-19, p. 4, and CLI-86-09, p. 2.)

TMI-l with other energy sources. The safe operation of TMI-l remains entirely subject to the direction and control of its licensee, GPU Nuclear Corporation. Although . Arnold's new responsibilities do not entail his return to :sponsible position at TMI-1, we thought you might wish to be inforined of his new duties. A copy of the related news release is enclosed.

O' Leary, chairman and chief executive officer of General Public Utilities Corp.

(GPU), announced a series of organizational changes in the generation, transmission and power supply functions of GPU Service Corp. (GPUSC).

Elected to the new position of senior vice president-power supply was Robert C. Arnold, who prev $ously served as assistant to the president of GPUSC.

Reporting to Arnold are Edmund Newton Jr., formerly vice president-system operations, who becomes vice president and senior consultant; Jack D. Gassert, formerly director-system operations, who becomes vice president-system operations; and Richard O. Bright, formerly vice president-power supply, who becomes vice president-power contracts.

The GPU chairman said the new power supply alignment will provide increased coordination of GPU System generation and transmission technical and operational resources.
