SUBJECT:

LEAD RESPONSIBILITIES FOR RANCHO SEC0 RESTART INSPECTIONS This memorandum is intentled to confirm our understanding of the lead responsibilities for inspections to assess operational readiness for plant startup and to monitor actual plart startup and rise to power.

The inspection to assess the plant's operational readiness will:be conducted in late November /early December; NRR (Division of Reactor Inspection and Safeguards) will have lead responsibility for this activity with assistance and input from. Region V as appropriate.

For the monitoring of actual plant startup and rise to power, Region V will have lead responsibility with input and assistance from NRR as appropriate.

This will include a team inspection covering the time period from one week before criticality to one week after criticality.

i Region V input for the Operational Readiness Inspection has been requested.

The inspection is planned to be concluded in time to provide a restart readiness j

recommendation before the final Commission meeting on restart.
