SUMMARY

OF JULY 30, 1987 MEETING REGARDING SECOND FUEL RELOAD The purpose of the meeting was to discuss the licensee's plans for the GGNS-1 Cycle 3 fuel reload. Participants for the NRC staff were L. Phillips and L. Kintner. Participants for the licensee were Y. Balas and I. Nir.

The licensee stated that the only-differences in the new fuel for the Cycle 3 reload are that the fuel enrichment will be changed and 'some of the fuel assemblies will contain more gadolinia rods. The only changes to Technical Specifications will be the addition of two curves of heat generation rate versus fuel exposure (MAPLHGR curves) for the two additional types of fuel assemblies.

The licensee also described the use of computer codes for the fuel hot channel model and the loss of feedwater heating (LFWH) transient. The staff-approved XCOBRA-T Code was used for the hot channel model. For the LFWH transient, the licensee plans to use the plant-specific analyses submitted September 5, 1986 for GGNS-1 Cycle 2 reload, Confirmatory analyses made for four Cycle 3 j exposures show that the results are bounded by the Cycle 2 LFWH transient

  • analyses. The staff connented, and the licensee agreed, that the results of the LFWH transient analyses are weakly dependent on fuel exposure and are.

therefore not cycle independent as indicated in the licensee's July 24, 1987 letter. To demonstrate that the results of Cycle 2 ca'culations are bounding )

burnups up to and including an equilibrium core.

The staff concluded that because changes to the Technical Specifications and confirmatory analyses of the loss of feedwater heating transient are necessary, the Cycle 3 reload analyses should be submitted for staff approval. The staff i said that based on a need for the amendment for startup in early January 1988, a submittal of the reload application by November 6, 1987 would allow the staff ample time for review. application is based on the assumption that the only changes will be the two new MAPLHGR curves and confirmatory analyses of the LFWH transient for fuel burnups expected for Cycle 3 or up to and including an equilibrium core, if desired. If additional changes are proposed, the application should be submitted sooner to allow more time for review.
