Dear Mr. Ogren:

OGC-Bethesda Thank you for your letter of July 24, 1987 regarding the meeting scheduled on Friday, August 14, 1987, with Northern States Power Company (the licensee). The meeting will serve to acquaint the NRC of the technical details associated with a proposed demonstration program for consolidating the spent fuel at the Prairie Island Nuclear Generating Plant. The meeting was requested by the licensee to inform the NRC of the planning phase of the demonstration program. A copy of the meeting notice with attached agenda is enclosed.

In regard to a change of the meeting place from Bethesda, Maryland, to St. Paul, Minnesota, we are unable to meet this request at this time because of time and budget constraints. We anticipate the meeting will cover highly technical details (i.e., structural and system analysis, physics, etc.) related to the spent fuel rod consolidation program and that a large complement of the NRC staff will be involved. This issue is being treated in the same manner as other licensing issues with potential safety implications. We plan to place all of the licensee's preliminary submittals, meeting handouts, and the meeting summary on the Prairie Island docket, thus making all the information received by NRC regarding this matter available to the general public at the NRC public document I
