Dear Mr. Shadis:

l This note responds to your e-mail of July 2,1998, regarding the July ANS/NRC Workshop. To provide some history, this type of workshop is a continuation of a series of utility /NRC forums that have been held in each region for the past few years. Typically the workshops are held in the area of the regional offices and the topics are specific to regional responsibilities. The July workshop is unique only in that it is focused on the area of NRC licensing responsibilities. As in the past, the meeting was announced in the Federal Register as an open meeting. The public is welcome to attend and observe the proceedings free of charge.

You question the NRC's willingness to be available for other gatherings as compared to utility and industry; it should be noted that this workshop was initiated by the NRC and the industry 4

was invited to participate in order to address their stakeholder issues related to NRC licensing activities.

1 You also reference an " exclusive weekend" with Mike Sellman and its influence on safety matters. Please note that the conference is being held in the area close to the NRC Headquarters in Rockville, Maryland. In fact, my role is limited to opening remarks and observation of certain sessions of the workshop. I do not intend, nor am I scheduled for any weekend activities. I initiated the workshop to attempt to address the fundamental issue of improving the NRC's efficiency and effectiveness in the area of licensing activities. The role of the American Nuclear Society is to facilitate the workshop organizationally. Following the completion of the workshop a meeting summary will bg published and available in the NRC's Public Document Room.
