REMOVAL OF CONTAINMENT ISOLATION VALVE POSITION SWITCHES FROM THE EEQ LIST l

As a result of discussions during the July 7, 1987 EEQ enforcement conference in Glen Ellyn at Region III, Consumers Power Company evaluated the need for l environmentally qualified position indication for containment isolation I valves. This evaluation concluded no basis to include these position j indication circuits on the Big Rock Point EEQ list. This evaluation supported i our earlier discussions at the enforcement conference and in LER 67-008 in I that;

. No failure of the position switch will affect the ability of the l Containment Isolation Valves to close.  !

. The plant can be shut down in the absence of position indication with no impact on safety.

. False indication of the position lights will not cause any adverse operator actions.

Position switches were added to the EEQ list in December of 1984, to address concerns contained in the February 18, 1983 Franklin Research Center Technical Evaluation Report (TER), with respect to implementation of Regulatory Guide 1.97 Rev. 2. Specifically, the TER determined that since Big Rock Point must meet the requirements of Reg Guide 1.97 position indication schemes need to be environmentally qualified. In conclusion the TER states that ponition indication should not be removed from the EEQ list until the question of implementation of Reg Guide 1.97 is resolved by the NRC.

Guidance was provided by the NRC in a letter dated March 13, 1986 following evaluation of Systematic Evaluation Program Topic VII-3 " Systems Required for Safe Shutdown" that implementation of the requirements of Reg Guide 1.97 is

Containment Isolation Valve Position Switches August 5, 1987 not required unless the necessity evolves from the detailed Control Room Design Review (CRDR). Conclusions related to the CRDR will be identified in a summary report as scheduled via the Big Rock Point Integrated Plan.

For the reasons above, the Containment Isolation Valve position switches have k en removed from the Big Rock Point EEQ list.
