PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000

This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Fifty Thousand Dollars ($50,000) will be issued on or about November 9, 1987 to Union Electric Company. This action is based on violations involving (1) the inoperability of the Control Room Emergency Ventilation System due to the breaching of electrical penetra-s tions to install a modification along with the failure to perform an adequate safety evaluation for the modification and (2) the failure to take prompt cor-rective actions after a partially closed valve in the Essential Service Water System was identified.
Each of the violations was mitigated by 50 percent I
because of the prior good performance of the licensee.
l It should be noted that the licensee has not been specifically informed of the j

l The State of Missouri will be notified.
l The licensee has thirty days from the date of the Notice in which to respond.
