NRC INSPECTION REPORT 50-271/98-06 AND NOTICE OF VIOLATION
Dear Mr. Maret:
The NRC conducted a special inspection between April 7 and May 21,1998, at the
Vermont Yankee Nuclear Power Station, Duke Engineering and Services in Bolton, MA, and
)
Region I in King of Prussia, PA, to examine the Basis for Maintaining Operations (BMOs)

process at Vermont Yankee. Our preliminary conclusions were discussed with you and
i
other representatives of your staff at exit meetings on April 20 and May 21,1998.
The inspectors reviewed a selection of BMOs that were either closed prior to the outage,
expected to be closed during the outage, or expected to remain open following restart. No
concerns were raised by the inspectors regarding the operability determinations,
compensatory actions or corrective actions associated with those BMOs reviewed.
Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements occurred. The violation is cited in the enclosed Notice of Violation, and the
circumstances surrounding the violation is described in detail in the enclosed report.
Please note that you are required to respond to this letter and should follow the
instructions specified in the enclosed Notice when preparing your response. The NRC will
use your response, in part, to determine whether further enforcement action is necessary
to ensure compliance with regulatory requirements,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosure will be placed in the NRC Public Document Room (PDR).
