I This office intends to refer the enclosed 01 Report of Investigation to the Department of Justice for he prosecutive consideration as discussed in the referral letter attached to the report.

In keeping with Commission approved guidelines for OI referrals, a copy are herewith provided for consultation purposes. Since the investigations have developed evidence which leads OI to suspect that deliberate material false statement were made to the NRC, a copy of this report will subsequently be provided to the Commission prior to referral.
