MILLSTONE UNIT 3 INDEPENDENT CORRECTIVE ACTION VERIFICATION PROGRAM COMPLETION Dear Mr. Kenyon.
On August 14,1996, the NRC issued a Confirmatory Order requiring Northeast Nuclear Energy Company (NNECO) to obtain the services of a third party (s) to conduct Indeper. dent Corrective Action Verification Programs (ICAVP) at each of its units at the Millstone Nuc! ear Power Station before the restart of each unit. Sargent & Lundy (S&L) conducted the ICAVP at Millstone Nuclear Power Station, Unit 3 (MP3).Section IV.1 of the order requires the ICAVP to be completed for each unit, to the satisfaction of the NRC, prior to each unit's restart.
S&L provids1 the NRC with an Interim ICAVP Report dated May 8,1998, and a Final ICAVP Report dated June 1,1998. During the June 2,1998, Commission meeting, S&L indicated that it had completed all of the reviews required by the NRC-approved ICAVP Audit Plan and implementing procedures, with the exception of resolving a small number of discrepancy reports. The NRC staffindicated during this Commission meeting that S&L had satisfied the requirements of the NRC-approved Audit Plan and that the ICAVP had been performed satisfactorily. A summary of the NRC staff's ICAVP oversight efforts at MP3 is provided in SECY-98-119," Remaining issues Related to Recovery of Millstone Nuclear Power Station, Unit 3," dated May 28,1998. On May 19,1998, you provided your response to S&L's Interim ICAVP Report. On June 13,1998, you provided your response to S&L's Final ICAVP Report.
After careful review of your activities and those conducted by S&L during its implementation of the ICAVP at MP3, the NRC has determined that the ICAVP has been completed to the satisfaction of the NRC as required by Section IV.1 of the August 14,1996, Confirmatory Order for MP3.
