A shelters f or beach populations in Massachusetts communities, and all-portions of the August 1987 Stone & Webster study which address, discuss or refer to these issues.
Applicants' Direct Testimony No. 6 (Sheltering) relies'upon, and incorporates as Exhibit 2 to the testimony, the Stone & Webster shelter study of August, 1987.
This study was performed to identify the approximate sheltering capacities that would:
be suitable f or use by the beach population i
along the Massachusetts and New Hampshire l
l coastlines within the 10-mile emergency _

planning zone of Seabrook Station.

issues concerning emergency planning for the sheltering of the Massachusetts beach populations.
It would unf airly surprise Town of Amesbury, and impermissible expand'the scope of the present hearings, to require the Town to

.i litigate critical issues concerning emergency planning for the sheltering of the Massachusetts. beach populations when no contentions addressing Massachusetts plans have been admitted to date, and when no Massachusetts plans have been allowed into evidence in this proceeding.
The issues concerning sheltering of Massachusetts beach populations should be deferred until litigation commences on the i
Massachusetts Emergency Response Plans.
