Dear Mr. Russell:
On March 31, 1987, the Nuclear Regulatory Commission (NRC) ordered Philadelphia Electric Company to shut down its Peach Bottom Atomic Power Station at Delta, Pennsylvania. As part of that Order,Section V.C. states that:
O 8erore the 11ce=eee PrePeeee te ePerete either veit 2 er Unit 3 above a cold condition the licensee shall provide to the Administrator of Region 1, for his approval, a detailed and comprehensive plan and a schedule to accomplish the plan to assure that the facility will safely operate and comply with all requirements including station procedures; Philadelphia Electric Company (PE) has completed an indepth analysis to determine the underlying root causes of the problems identified in the Order, and has developed a detailed and comprehensive plan and schedule to accomplish this plan, to assure that Peach Bottom Atomic Power Station will operate safely and in compliance with all requirements.
This plan, which is entitled the " Peach Bottom Commitment to Excellence Action Plan," is enclosed herewith and is hereby submitted to NRC Region I in compliance with the March 31, 1987 Order.
Fifteen (15) copies are submitted, and additional copies will be provided upon request.
The Company believes that completion of all tasks identified as Category 1 in the Action Plan will fully address all NRC concerns for safe operation upon return to power operations, and justify permission to restart.
Tasks identified in Categories 2 and 3, to be completed over the longer run, are designed to assure that the plant maintains safe operation and attains a continuing level of operations excellence.

The Plan as submitted contains specific schedules and commitments for the completion of Category 1 tasks prior to restart. Progress reports on these tasks will be submitted to Region I, and records will be maintained to i
permit NRC review of task completion.

submitted as developed.
Progress reports for these tasks will be provided to NRC Region I on a regular basis, and records will be maintained to permit an NRC review of progress and completion of these tasks.
We hereby request approval of the Plan so as to permit the restart of Peach Bottom Atomic Power Station Unit 2 upon satisfactory completion of Category 1 tasks, and the restart of Unit 3 following completion of the forthcoming pipe replacement outage which is scheduled to extend for approximately on<e year beginning in October, 1987.

i MISSION STATEMENT AND OIUECTIVES COMMITMENT TO EXCELLENCE ACTION PIAN y
The mission of the Peach Bottom Commitment to Excellence (CTE) Action Plan is to establish and maintain a standard of operational excellence at the Peach Bottom Atomic Power Station (PBAPS).
Objectives 1.
Provide corporate and plant leadership which inspires and sustains a dedication to excellence on the part of every PE employee who helps operate or support PBAPS.

Establish a work environment which fosters open communications, collaboration and timely responsiveness between employees and management, between all site,
work groups, and between all site and off-site work groups dedicated to support of PBAPS.
3.
Assure the highest level of excellence in plant operations through the upgrade of a
work management systems, programs, procedures, and plant systems as required V
and the integration of the assurance of quality into all aspects of plant operations.
4.
Maintain appropriate organizational structures, clearly defined accountability and adequate staff resources to perform quality plant operations, maintenance and modification work in a safe, timely, cost efficient manner.
5.
Demonstrate to management, employees, shareholders, Peach Bottom co-owners, local citizens, elected and appointed government officials, regulatory agencies and industry organizations that Peach Bottom can be re-started and operated safely.
6.
Make timely and effectite responses to any concerns expressed by the NRC or industry organizations with respect to Peach Bottom operations, and achieve high ratings on all regulatory and industry assessments.
