Dear Mr. Cruse:

By letter dated May 27,1998, Baltimore Gas and Electric Company (licensee) submitted a request for temporary relief from the requirement of section IWA-5250 of the ASME Code,Section XI (1983 Edition), for Calvert Cliffs Unit No. 2, following discovery of a leak in the weld joining a half-coupling located in the No. 21 Component Cooling Heat Exchanger saltwater inlet piping, since such a repair would require the unit to be shutdown. The licensee specifically requested approval to delay making a Code repair until August 15,1998, and to allow performing a temporary non-code repair of the leak until then.

The NRC staff has evaluated the information provided in support of the relief request and the enclosed safety evaluation. finds the licensee's request to be acceptable, and concludes that the I

altematives proposed by the licensee provide a reasonable. assurance of operational readiness and based on the impracticality of performing a Code repair without having the unit shutdown, the proposed temporary relief from the applicable ASME Code,Section XI, paragraph IWA-5250, is authorized pursuant to the provisions of 10 CFR 50.55a(g)(6)(i), for Calvert Cliffs Unit No. 2.

The relief grarited is authorized by law and will not endanger life or propedy or the common i

defense and security and is otherwise in the public interest given due corisideration) to the burden

.(

upon the licensee that could result if the requirements were imposed on the facility, j
