In accordance with Section G.4, Task Order Procedures, of the subject contract, this letter definitizes the subject task order. The effort shall be performed in accordance with the enclosed Statement of Work.

July 2,1998 to December 31,1998 BACKGROUND On October 24,1996, the NRC issued an Order to Northeast Nuclear Energy Company (NNECO), the licensee for Millstone, requiring (1) a comprehensive plan for resolving the Millstone station employee's safety concerns and (2) an Independent. Third-Party, Oversight Program (ITPOP) organization to oversee NNECO's implementation of the employee safety concern program (ESCP). The ITPOP organization must be independent of NNECO and its vendor and architect-engineer (AE) contractors. The ITPOP is to provide independent verification that the licensee's ESCP effectively resolvesemployee concerns.

The Order states that the NRC staff will perform the following activities:

1.

Review NNECO's ESC comprehensive plan.

2.

Approve the ITPOP organization to ensure that the organization has qualified individuals who will conduct the review adequately and independently of NNECO.

3.

Approve the ITPOP plan used to oversee the NNECO's implementation of its ESCP.

The ITPOP review must be comprehensive, incorporating appropriate audit and technical disciplines so the NRC can be confident that NNECO has been thorough in identifying and resolving ESC at Millstone.

OBJECTIVE The objective of this task order is to obtain expert technical assistance of one specialist to assist the NRC staff in the review and approval of the ITPOP plan and in its inspection of the ESCP program and the ITPOP oversight. The expert should primarily have a backgroure ESCPs, human resources, communications, and management techniques. The expert should be ihoroughly familiar with NRC regulations and inspection methodology.

i lt shall be the responsibility of the contractor to assign technical stat, employees, and subcontractors, who have the required educational background, experience, or combination thereof, to meet the technical and regulatory objectives of the woik specified in the Statement of Work (SOW). The NRC will rely on representation made by the contractor concerning the l

qualification of the personnel proposed for assignment to this task order including assurance that allinformation contained in the technical and cost proposals, including resumes and conflict of interest disclosures, is accurate and truthful.

WORK REQUIREMENTS AND SCHEDULE The work specified in this SOW falls within Section C.3 of the basic contract's SOW. The i

contractor shall provide the qualified specialist, and the necessary facilities, materials, and

services to assist the NRC staff in preparing for, conducting, and documenting the review and inspection activities and findings. Specific tasks under this task order are:

Conduct periodic onsite evaluations of the licensee's implementation of a.

The Employee Concerns Program (ECP) comprehensive plan b.

The Safety Conscious Work Environment (SCWE) Improvement Plan c.

The Employee Concerns Oversight Plan (ECOP) d.

Licensee responses to Little Harbor Consultants (LHC) findings and recommendations 2.

Independently assess the effectiveness of the ECP, SCWE, and ECOP plans by: review j

of program procedures, plans schedules and working documents; attending licensee l

and LHC meetings; and observing implementation activities at the Millstone site.

Independently assess the transition of ECP, SCWE, and ECOP from the current highly scrutinized and highly focused "short term" organization to the log term plan in which the l

organizations are fully integrated into a routine operating organization.

These task activities will continue until 12/31/98.

The NRC Technical Monitor may issue technicalinstructions from time to time during the duration of this task order. Technical instructions must be within the general statement of work of this task order and shall not constitute new assignments of work or changes of such nature as to justify an adjustment in cost or period of performance. The contractor shall refer to the basic contract for further information sand guidance en any technical direction issued under this task order.

l Any modification to the scope of work, cost or period of performance of this task order must be issued by the Contracting Officer and will coordinated with the NRR Project Officer NOTE: Before the start of the on-site preparation, the contractor s steff is required to be l

available to coordinate inspection aspects, such as travellogistics, with the NRC Team Leader.

' REPORT REQUIREMENTS TTechnical Reports Technical reports 'shall be provided periodically as directed by the Technical Monitor.

The format and scope shall be in accordance with the guidance in NRC Inspection Manual Chapter 0610 or as directed by the NRC Team Leader.. Typically, this input will consist of a handwritten summary of the specialists' inspection findings.

At the completion of each task; the contractor shall deliver the specialists' final inspection report inputs (feeder reports) to the NRC Project Officer (original and one copy) with one hard copy and one computer diskette version (Wordperfect 5.1) to the NRC Team Leader. The format and scope of the final report inputs shall be in acenrdance with the guidance in NRC Inspection Manual Chapter 0610 or as directed by the NRC Team Leader. Final report input is due no later than December 31,1998.

j The specialists feeder report will serve as documentation of the specialists' inspection activities, j

efforts, and findings, and will be used by the NRC Team Leader for the preparation of the i

NRC's inspection report. The form and scope of the final report input shall be directed by the NRC Team Leader. As a minimum, the specialists' report inputs shall include the following:

e identification of the individuals (name, company, title) that provided information to the

. specialist during the inspection.

For each areas inspected, a description of the activities and general findings and conclusions reached regarding the adequacy of the area.

'e For each area with a concern or findings, a discussion of the concerns or findings with.

technical bases.

NOTE: The contractor is not required to undertake any further efforts toward report finalization.

For example, management review of the feeder report beyond its submittal to the NRC Team leader and project manager is not needed.

Business Letter Reoort The contractor shall provide monthly progress reports in accordance with the requirements of the basic contract.

MEETINGS AND TRAVEL

. For estimating purposes, the following meetings and travel are anticipated:

.Nine, one-person,4-day trips to the Millstone site to perform the tasks described above.

Three, one-person,1-day trips to NRC Headquarters to review inspection activities.

The contractor's staff shall coordinate all travel arrangements in advance with the NRC Team 1

i OTHER APPLICABLE INFORMATION Some of the work specified in this SOW is fee recoverable. The contractor shall provide fee recovery information in the monthly progress reports in accordance with the requirements of the basic contract.

The contractor's specialists assigned to this task order will have to get a badge for unescorted access privilege at the plant site. The contractor shall provide all documentation required for unescorted access (as identified by the NRC Team Leader) at the plant site. Questions concerning getting a badge and the plant site access shall be addressed to the NRC Team Leader.
