PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT -- PNS-79-4

This preliminary notification constitutes EARLY notice of an event of POSSIBLE national security or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.
FACILITY:
Tennessee Valley Authority Watts Bar Docket No. 50-350 Spring City, Tennessee
SUBJECT:
VANDALISM AT CONSTRUCTION SITE On October 1.6 at approximately 2:00 p.m., the licensee discovered that an un-known individual had placed a 3/16" iron wire around a 480 volt AC bus to a power distribution power in the plant auxiliary building. Touching the wire could have damaged the board and caused bodily injury to the individual touching the wire.
Fuel is on site and unit one is approximately 85% complete.
The licensee notified the FBI on October 16.
There has been no media interest. A news release is not planned by the licensee or NRC. The State of Tennessee has been informed.
The IAT was notified.
l Region II (Atlanta) received notification of this occurrence by telephone from the licensee at 3:00 p.m. on October 16. This information is current as of 10:00 a.m. on October 17.
