PARTIAL COLLAPSE OF LIQUID WASTE TANK

'The licens'ee reported that a failure of "B" liquid radioactive waste holdup tank occurred when the tank buckled or partly collapsed from in-ternal vacuum, probably as a result of a malfunction of the tank cover gas pressurization system. The licensee believes failure occurred on January 31. An estimated total of 62.5 curies of radioactive cover I
gas, principally Xe-133, has been released over a nine-day period.
Gaseous release was continuously monitored and was about one percent of that which could be released under technical specification limits.
Release was reportable because it exceeded the five curie technical
. I specification limit for reporting of unplanned releases.
g The problem was discovered when the liquid level in the tank failed to rise when liquid was added on Februhry 7.
Escaping liquid was confined to the vault in which the tank is located.
Liquid has since been pumped k
to other storage. No off-site release of liquid waste occurred. No significant in-plant or off-site personnel exposures occurred. The occurrence did not affect the generating capability of the plant. The licensee issued a press release and notified the State of Oregon.
The licensee's investigation is continuing.
Region Y has two inspectors on site.
