Prior History: The proposed rule was presented for Commission approval in SECY-84-148 After approval, it was published in the Federal Register for notice and comment on July 10, 1984. 49 Fed. Reg. 28,072 (1984). Commissioner Asselstine asked that the comments specifically, address the application of the rule to former employees.
