h This letter refers to the violation cited in the subject inspection reports

which state:.

"During the Nuclear Regulatory Commission (NRC) inspection conducted August L

.19 through~ September.10,.1987, a violation of NRC requirements was gg identified. The violation involved failure to implement procedures

' required by Technical Specification Section 6.8.1'.

" General Statement of Policy and Procedure for NRC Enforcement Actions,".10 he "

W CFR Part 2, Appendix C (1986),.the violation!is cited below:

Technical Specification 6'.8.1.c requires that applicable written procedures covering surveillance and-test activities of safety related equipment be established, implemented, and maintained.

.The setpoints for the pressure switches which energize the

' control room status lights to: indicate that normal air pressure c-s is available in'the air receivers to start the emergency diesel

' driven generators are specified by design documents A-170750 for i

The pressure switches for diesel generators 1-2A;.la and 2B are specified to close at 420 psig and

remair closed.until the pressure is reduced to 370 psig. The r-spoints for the pressure switches are maintained by calibration procedureLFNP-O-IMP-425.3 " Pressure Activated Switches

Contrary to' C e above, prior to July 30, 1987 procedure FNP-O-IMP-41 U " Pressure Actuated Switches (Generic)" had not been fully implemented in that the setpoints of the pressure switches on the air start receivers to diesel generators 1-2A, la and 2B were calibrated to close at 420 psig and open at various e

setpoints ranging from approximately 406 to 422 psig. Thus the i

normal air pressure status lights on the main control board in

Admission or Denial The above violation occurred as described in the subject reports.- This j

discrepancy had not been recognized because the subject status lights do not'have an audible alarm associated with them. There are low air pressure

' alarms which have an associated audible alarm; these alarms are relied upon by operating personnel, t

Reasons for Violation The above violation was caused by personnel error in that Instrumentation q

and Controls (I&C) personnel had used a setpoint different than that specified in the setpoint' document.

1 Corrective Action Taken and Results Achieved i

The setpoints have been corrected on the switches in question.

Corrective Action Steps Taken to Avoid Futher violations The appropriate I&C personnel will be reinstructed to:
