As previously discussed with the TMI-2 Cleanup Project Directorate staff, GPU l

Nuclear proposes to use the Reactor Building polar crane auxiliary hook for defueling-related activities. The use of the polar crane auxiliary hook is necessary due to the recent inoperability of' the Reactor Building service q

crane.

1 The polar crane auxiliary hook will be used above the Reactor Vessel-(RV) for rigging defueling tools.

The hoist function of the auxiliary hook will be used to position / remove defueling tools and core debris. The raising of all loads in the RV using the auxiliary hook shall be performed in the slow speed until the load clears all possible interferences below the Shielded Work l

Platform (SWP).

During use of the auxiliary hook, the polar crane main block l

will be maintained in the parked position.

Exposure to personnel on the SWP will be controlled by continuous radiation monitoring on the SWP when debris is closer than four (4) feet to the surface of the Reactor Vessel water level.

To prevent accidental " runaway" movement of the auxiliary hoist when it is handling a load inside the RV, an individual will be stationed at a polar crane power disconnect switch or circuit breaker (either inside or outside the Reactor Building) to cut power if such an event occurs. The individual will be in direct communication with the polar crane operator and will have no concurrent duties. The individual will be i

frequently relieved or rotated from this duty.

  • Document Control Desk November 4,1987 4410-87-L-0168 The TMI-2 Safety Evaluation Report (SER) for Defueling of the TMI-2 Reactor Vessel prohibits the use of the polar crane for handling fuel filled canisters. This restriction was placed on the polar crane because other canister handling equipment contains engineered features for personnel protection from radiation sources.

In this proposal, personnel protection will be provided by the operational restrictions discussed previously (i.e.,

by providing Radiological Controls support and by the placement of an J

individual at a power disconnect switch or ciruit breaker in order to avert an j

accidental " runaway" auxiliary hook). Therefore, GPU Nuclear concludes that l

performance of defueling operations with the polar crane auxiliary hook will meet the intentions of the SER for Defueling of the TMI-2 Reactor Vessel in j

that protection from radiation sources will be provided.

GPU Nuclear previously used the polar crane auxiliary hook for defueling i

activities. GPU Nuclear letter 4410-87-0034, dated March 7, 1987, requested j

NRC approval for the use of the polar crane auxiliary hook as a stationary anchor point for a 50,000 lb chain fall and rigging to handle core debris.

The NRC approved this activity in a letter dated March 20, 1987. The difference between the March 7, 1987 proposal and this proposal is that the auxiliary hook will not be stationary and the chain fall will not be required. Although the proposed activity requires the use of the auxiliary hook hoist function, GPU Nuclear believes the placement of an individual at J

the power disconnect switch or ciruit breaker provides sufficient protection I

to avert an accidental " runaway" auxiliary hook.

k Based on the above discussion, GPU Nuclear believes that the proposed use of l

the polar crane auxiliary hook for defueling does not increase the probability or consequences of an accident previously evaluated, create an accident of a i

different type than previously evaluated, or reduce the margin of safety of i

any Technical Specification.

In addition, this activity does not require a j

change to the plant's Technical Specifications.

Per the requirements of 10 CFR 170, an application fee of $150.00 is enclosed.
