NRC ROUTINE PHYSICAL SECURITY INSPECTION REPORTS
50-456/98010(DRS); 50-457/98010(DRS) AND NOTICE OF VIOLATION
Dear Mr. Kingsley:
On June 19,1998, the NRC completed an inspection at your Braidwood Generating Station,
Units 1 and 2. The enclosed report presents the results of that inspection.
The inspection was an examination of activities conducted under your license as they relate to
implementation of your NRC-approved physical security plan and to compliance with the
Commission's rules and regulations and with the conditions of your license. Within these areas,
the inspection consisted of selective examinations of procedures and representative records,
interviews with personnel, and observation of activities in progress. Specifically, the inspection
focused on security force performance and the security training and qualification program.
One violation of NRC requirements was identified, as specified in the enclosed Notice of
Violation (Notice). The violation concerned the failure to search two individuals in accordance
with established procedures during ingress after they alarmed the metal detectors. Although no
prohibited items entered the plant, this violation showed a flaw that could be recognized and
exploited by individu* with malevolent intent. We are satisfied that you have eliminated this
vulnerability. However, as noted in the report, this is an example of a recent negative trend in
human performance.
The performance of a security officer in identifying and acting upon a fitness-for-duty incident
was excellent. The officer identified the order of alcohol on an individual, prevented entry, and
notified management in a professional and effective manner. Subsequent testing showed the
individual to be in violation of your fitness-for-duty policy. The officer's observed performance
was commendable.
The NRC has concluded that information regarding the reason for the violation, the corrective
actions taken and planned to correct the violation and prevent recurrence, is already adequately
addressed in the subject inspection report. Therefore, you are not required to respond to this
