in your April 28,1998, letter, you proposed an attemative to the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (ASME Code),Section XI, repair and replacement requirements under 10 CFR 50.55a(a)(3). You proposed to use ASME Code Case N-516-1,~ " Underwater Welding,Section XI, Division 1," to install the Emergency Core Coo'ing System suction strainer modification at Edwin I. Hatch Nuclear Plant, Unit 2.

. The staff nas reviewed your submittal and concludes that the proposed altemative would provide an acceptable level of quality and safety. Therefore, pursuant to 10 CFR 50.55a(a)(3)(i), your proposed alternative to use Code Case N-516-1 is authorized as you
