FORMAL QUALIFICATIONS FOR INTEGRATED MATERIAL PERFORMANCE EVALUATION PROGRAM (IMPEP) TEAM MEMBERS A. PURPOSE (1) To define training and qualification requirements for IMPEP team members. Initial qualification is achieved through self study, formal classroom, and on-the-job training.

(2) To define additional training to maintain and enhance the effectiveness of experienced personnel acting as IMPEP team members.

B. OBJECTIVES (1) To ensure that IMPEP team members meet minimum knowledge, skill, and ability qualification standards.

(2) To provide a standardized methodology to determine that IMPEP team members and team leaders meet specific established qualification requirements.

C. POLICY The training and qualification process is intended to provide IMPEP team members and team leaders with sufficient knowledge to conduct State and Regional program reviews that are technically correct and in accordance with NRC policies and procedures. NRC personnel designated as IMPEP team members and team leaders must successfully complete the requirements for individual assigned areas, as listed in Appendix A and the appropriate IMPEP Training and Qualification Record described in Appendix B. In addition to the requirements of this document, other training may be necessary to supplement or enhance team member development. Exemption from specific training requirements may be granted in accordance with Section J of this directive.

Upon completion of the training identified in the IMPEP Training and Qualification Record, or any part thereof, the IMPEP team leader's or team member's understanding of the material may be evaluated orally by his or her immediate supervisor.

A person not yet qualified as an IMPEP team member may participate in an IMPEP review under the direction of a person qualified to conduct the review for the specified performance indicator. This direction may take place in advance of, or during, the IMPCP review.

To become qualified to act as principal reviewer of an indicator or become an IMPEP team leader, an individual must meet or complete the appropriate training and qualification requirements. Appropriate credit for previous similar training should be documented in the IMPEP Training and Qualification Record.

Special circumstances (e.g., budget reductions, delays in establishing training course replacement contracts, or unavailability of critical instructors) may result in the temporary unavailability of courses

2 required for formal qualification. ..This does not remove the need for the qualifying employee to attend the required course or to receive equivalent training.

The Director, Office of State Programs (or designee), or Director, Office of Nuclear Material

~ Safety and Safeguards (or designee), may authorize an individual with previous successful

, IMPEP experience to participate in reviews even though the individual may not be fully qualified

. pursuant to this guidance.' The authorization should be based on altemate equivalent training and experience to that contained in this guidance document.

D. DEFINITIONS j (1) . Egpivalency Examination. An examination administered through the TTD, its contractors, or by management in lieu of specific course attendance.  !

(2) Self Studv Documents. Documents with which the general use and/or application an IMPEP team member should have a general understanding. l

(3) Core Trainina. Minimum formal classroom experience required for an IMPEP team '

member or team leader.

.(4)- Reauired initial Trainina. Minimum training necessary for qualification as principal

' reviewer for a specific indicator, or as an IMPEP team leader.

(5) Supplemental Trainina. Additional training beyond that identified as required initial

' training to enhance a team member's technical expertise. The additional training wil! be determined by the individual's supervisor.

(6) - Refresher Trainina. Training designed to update and maintain qualification.

.(7) IMPEP Trainina'and Qualification Record. The document that establishes the minimum qualification requirements for self study, formal classroom instruction, and professional experience.

-(8)- . Interim Qualification. Qualification of an IMPEP team member to conduct Independent State or Regional program reviews in specified areas before completion of all IMPEP l . Training and Qualification Record requirements.

(9) Grandfatherina. Qualification of an IMPEP team member to conduct independent State or Regional program reviews in specific areas based on previous experience and

. training.

E.- RESPONSIBILITIES AND AUTHORITIES f- (1) - Director. Technical Trainina Division. Administers and implements the formal technical training programs for the NRC. Develops and maintains, in conjunction with the Office of State Programs, Office of Nuclear Material Safety and Safeguards, and Regional

Offices, the IMPEP Training and Qu:!$ cation Records found in Appendix B of this directive.

(2) Director. Office of Human Resources. Administers and implements the programs of non-techrJcal training as well as individual training opportunities through the use of the l' Training Request and Authorization (NRC Form 368) process.

(3) Director. Office of State Proarams (or aWanee). Ensures that all Office of State Programs personnel acting as IMPEP team members or team leaders achieve and maintain qualifications in accordance with the Guidelines provided in this directive.

. Verifies in writing that all Office of State Programs personnel acting as IMPEP team l

members and team leaders are qualified under this directive.

( (4) Director. Office of Nuclear Material Safety and Safeauards (or desionee) and Reaional l

l Administrators (or desionen). Ensures that Office of Nucleor Material Safety and '

Safeguards or Regional personnel acting as IMPEP team members or team leaders achieve and maintain qualifications in accordance with the guidelines provided in this directive. Verifies in writing that Office of Nuclear Material Safety and Safeguards or )

Regional personnel acting as IMPEP team members are qualified under this directive. l I

(5) Aareement State Radiation C ?ntrol Prooram Director (or desionee). At NRC's request, ensures that Agreement State personnel acting as IMPEP team members achieve and i maintain qualifications in accordance with the guidelines provided in this directive. At NRC's request, verifies in writing that Agreement State personnel acting as IMPEP team i members are qualified under this directive.  ;

(6) Immediate Supervisors of IMPEP Team Members and Team Leaders. Assists the TTD

- in developing, monitoring and reviewing training courses for the IMPEP team member and team leader qualification program, identifies and documents in an individual's IMPEP Training and Qualification Record, or equivalent Agreement State document, the supplemental training activities necessary to supplement core training requirements.

F. TRAINING ACTIVITIES (1) IMPEP team members are expected to have a Bachelor's degree or equivalent training and/or experience in the physical, life sciences, engineering, or other appropriate fields.

(2) Personnel assigned as IMPEP team members or team leaders must successfully complete the general IMPEP team member requirements as listed in Appendix A,Section I, as well as the applicable requirements listed in Appendix A, Sections I!-Xill.

a. Written examinations will be used for designated courses to evaluate the

, candidate's understanding of the material. The passing grade for most examinations is 70 percent.

b. Not all courses have formal examinations, in these cases, satisfactory course completion is determined by attendance and completion of class activities.

c. Individuals who fail examinations may be given ihe opportunity to review the material through self-study and may then be reexamined. if deemed necessary, individuals who fail a course may repeat the course in accordance with established TTD policy.
d. In all cases, completion of formal training courses will be documented by official correspondence from the provider of the training (normally TTD) and will be recorded in the agency wide training tracking system (NRC employees).

. G. IMPEP TRAINING AND QUALIFICATION RECORD COMPLETION Newly assigned NRC IMPEP team members will be assigned an IMPEP Training and Qualification Record. The document contains a detailed series of activities and study areas to be completed before the individual completes an IMPEP review.

Newly assigned Agreement State IMPEP team members will be requested to establish an equivalent document to NRC's IMPEP Training and Qualification Record.

H. INTERIM IMPEP TEAM MEMBER QUALIFICATION An IMPEP team member who has not completed all requirements for final qualification in the applicable listing in Appendix A may obtain interim qualification to take part in an IMPEP l review. The individual's supervisor will evaluate the individual's qualifications, identify the performance indicator (s) for which interim qualification is appropriate, and request management )

approval. A request will then be generated through the individual's management for intsrim qualification in the identified area (s). The request should be approved by the Director, Office of l State Programs (or designee) for OSP staff; by the Director, Office of Nuclear Material Safety l and Safeguards (or designee) for NMSS staff; by the appropriate Regional Administrator (or j designee) for NRC regional staff; or by the appropriate Agreement State Radiation Control Program Director (or designee) for Agreement State staff. Approval of interim qualification will be documented and a record kept in the individual's training file,

l. PROGRAM REVISIONS This management directive and IMPEP Training and Qualification Records are periodically revised to reflect the training needs of IMPEP team members and team leaders as determined by changes to the IMPEP review program. When new revisions are issued, personnel who qualified under previous requirements shall remain qualified, but must complete any new training requirements in their area within three years from the date of the revision. Personnel in the process of qualifying when new revisions are issued, may complete their qualification under their original requirements, but must complete any new formal classroom training requirements

- in their area within three years from the date of the revision. Exemptions to specific newly revised formal training requirements and extensions to the three year time period can be granted using the procedures outlined in Section J.

5 J. EQUIVALENCY EXAMINATIONS, WAIVERS, AND GRANDFATHERING (1) Equivalency examinations to validate specific coursework may be taken by IMPEP team members or team leaders who, through prior experience and education, possess '

l sufficient knowledge to otherwise meet the minimum requirements. Requests for l

equivalency examinations should be made from the individual's supervisor, along with any necessary additional management concurrence, to the Director, Technical Training Division, AEOD, The supervisor should consider the candidate's ability to act as principal reviewer for a specific IMPEP performance indicator without the benefit of the l additional knowledge and regulatory perspective which would be gained by attending l the course. Use of these examinations is generally expected to be a rare occurrence.

(2) The Director, Office of State Programs (or designee); the Director, Office of Nuclear Material Safety and Safeguards (or designee); Regional Administrator (or designee);

and Agreement State Radiation Control Program Director (or designee); have the authority to permanently waive any requirement or extend the time period for any requirement listed for an IMPEP team member in this management directive.

Justification for the waiver or extension will be documented, and entered into the individual's IMPEP Training and Qualification Record.

(3) An IMPEP team member that currently supervises a qualified IMPEP team member, a qualified materials inspector, or a qualified materials license reviewer is by definition technically qualified to act as principal reviewer for any appropriate indicator.

I (4) An individual may be designated as qualified to independently review any appropriate performance indicator (s) through grandfathering. A grandfathering qualification process l based upon IMPEP experience may be applied to any individual who has sufficient experience in State and/or Regional IMPEP reviews conducted prior to the effective l date of this management directive. The individual's immediate supervisor should consider the candidate's ability to act as principal reviewer for a specific IMPEP performance indicator without receiving the benefit of the additional training and/or on-the-job experience. The supervisor should notify his or her Branch Chief, Office Director, Regional Administrator, or Agreement State Radiation Control Program Director, that the individual is recommended as qualified to conduct independent l reviews of specified IMPEP performance indicators through grandfathering. Post

!' qualification training should be considered for all individuals grandfathered into IMPEP.

Justification for the grandfathering will be documented, and entered into the individual's IMPEP Training and Qualification Record.

K. LIMITED REVIEW QUALIFICATION L (1) There are two separate qualification listings for the common performance indicator, Response to incidents and Allegations. An IMPEP team member must complete the training specified in both Appendix A, Sections Vi(a) and Vi(b) to be fully qualified to act as principal reviewer for this indicator. An IMPEP team member who completes

Appendix A, Section Vi(a) is qualified to complete the incident response review portion of this indicator. An IMPEP team member who completes Appendix A,Section VI(b)is qualified to complete the allegation response review portion of this indicator.

(2) There are two separate qualification listings for the non-common performance indicator, I Sealed Source And Device (SS&D) Evaluation Program. Two types of reviews can be l completed involving this indicator j

a. Full technical review - An IMPEP team member completing a full technical quality review must be qualified (through education and experience) in all technical disciplines necessary to review all aspects of a SS&D program. The team i member should be qualified to independently conduct a complete technical j review of sealed source and device evaluations, assess technical staffing and  !

training, and review the evaluation of defects and incidents regarding SS&Ds. i

b. Limited scope technical review - An IMPEP team member completing a limited scope technical review of a SS&D evaluation program must have substantial knowledge of a radioactive materiais regulatory program as well as an- i understanding of health physics and mechanics. A team member's review of the technical quality of product evaluation and evaluation of defects and incidents regarding SS&Ds, should be of broad scope and not focus on any one specific technical aspect. An IMPEP team member conducting a limited scope technical review of a SS&D program is qualified to review the technical staffing and training of a SS&D program.

(3) The principal reviewer for the non-common performance indicator, Low-Level ,

Radioactive Waste (LLRW) Disposal Program, must be qualified to review at least one technical aspect of a LLRW Disposal program. The team member's review of the technical quality of inspections, technical quality of licensing actions, and response to incidents and allegations, should focus on that aspect of the LLRW program that the team member is experienced (e.g., health physics, environmental monitoring, hydrology, performance assessment, etc.). Additionally, unless the team member has licensing

' experience, a LLRW inspector may be limited to a review of technical quality of L

. inspections. Similarly,' an experienced LLRW license reviewer may not be qualified to evaluate technical quality of inspections. An IMPEP team member acting as principal reviewer for the non-common performance indicator, LLRW Disposal Program, is

< . qualified to review the status of inspections and technical staffing and training aspects of a LLRW program.

! (4) The principal reviewer for the non-common performance indicator, Uranium Recovery Program, must be qualified to review at least one technical aspect of a uranium recovery program. The team member's review of the technical quality of inspections, technical quality of licensing actions, and response to incidents and allegations, should focus on that aspect of the uranium recovery program that the team member is experienced (e.g.,

health physics, environmental monitoring, etc.). Additionally, unless the team member has licensing experience, a uranium recovery facility inspector may be limited to a -

review of technical quality or inspections. Similarly, an experienced uranium recovery e

7 facility license reviewer may not be qualified to evaluate technical quality of inspections.

An IMPEP team member acting as principal reviewer for the non-common performance indicator, Uranium Recovery Program, is qualified to review the status of inspections

, and technical staffing and training aspects of a uranium recovery program.

l L. POST QUALIFICATION TRAINING This management directive identifies training requirements beyond those that are required for initial qualification for the experienced IMPEP team member or team leader. For team members who have received certification of initial qualification, additional training is identified in the sections entitled " Supplemental Training" and " Refresher Training." Refresher training is required as specified in Appendix A, and must be taken following initial qualification, at the given frequency. This additional training recognizes that IMPEP team leader or team member training does not stop with initial qualification, but that training should be made available for experienced team members on the basis of need, special circumstances, and the necessity of keeping current with NRC and Agreement State materials programs.

PRINCIPAL REVIEWER FOR FUEL CYCLE INSPECTION PROGRAM INDICATOR

. A. APPLICABILITY .

Along with the qua'ifications outlined in Section I of this appendix, the training described below is required for all IMPEP team members acting as principal reviewer for the non-common performance indicator, Fuel Cycle inspection Program.

An IMPEP team member who is journal qualified as a Fuel Cycle Inspector or License Reviewer under NRC Inspection Manual Chapter 1246: Formal Qualification Programs in the Nuclear Materials Safety and Safeguards Program Area, is by definition qualified to act as principal l reviewer for this indicator.

(2) Participated in one (1) IMPEP review as principal reviewer for any indicator (A current qualified team leader must be a member of the IMPEP team for an IMPEP team member's first review acting as a team leader).

(3) Qualified to act as principal reviewer for at least one (1) performance indicator.
