INSPECTION REPORT NO. 70-1151/98-203 AND NOTICE OF VIOLATION

Dear Mr. Allen:

This refers to the inspection conducted from June 22 - 26,1998 at the Westinghouse Columbia Fuel Facility in Columbia, South Carolina. The purpose of the inspection was to review your facility's criticality safety program. The enclosed report presents the results of that inspection.

The findings were discussed with members ofyour stafrat the conclusion of the inspection and by telephone conference on July 6,1998. I i

Within the scope of the inspection, a violation was identified concerning the failure to verify calculations that support criticality safety limits. The violation is of concern to the NRC because the independent verification pacess provides the appropriate level of assurance that criticality safety limits have been adequately determined.

You are required to respond to this letter and should follow the instructions specified in the  !

enclosed Notice when preparing your response. The NRC will use your response, in part, to 7 determine whether further enforcement action is necessary to ensure compliance with regulatory /
