September 22, 1976 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--

PNS-76-54 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Subject:

AlefUNITION FOUND ON BEACH IN PROXIMITY TO PLANT On September 21, 1976, a fisherman picked up a round of ammunition, which appears to be for a 105 mm recoilless rifle, on the beach near the Davis-Besse Plant.

The fisherman took the round to the Sheriff who in turn notified the site. A search was made of the beach (within 1/4 mile of plant intake structure) and one additional shell casing

and three apparently live rounds were found.

i An artillery range, Camp Perry, is located approximately ten miles east of the Davis-Besse site.

Individuals who have lived in the locality for some time indicated that artillery ordnance was dumped in Lake Erie

(

during the period 1945 to 1950.

An ordnance disposal team from the Rickenbacker Air Force Based in Ohio

is due to arrive at the site this afternoon.

The FBI was notified by Region III. Although no press releases are planned at this time, some publicity is expected.

The IAT has been notified.

Region III (Glen Ellyn) received notification of this occurrence by telephone from the principal inspector who was at the site at 12 noon O

on September 22, 1976.
