The Commission
- wac briefed by the staff on efforts to establish

a Federally Funded Research and Development Center (FFRDC) in j
support of the staff's responsibilities to regulate the nation's' I
high-level radioactive waste programs.

Chairman Zech requested the following from the staff:

Information paper on the status of implementing the FFRDC, known as the Center for Nuclear Waste Regulatory Analysis (CNWRA).

The General Counsel recommended that the Memorandum of Understanding, if one is needed and is developed, aEd~the charter for the CNWRA, be consistent with the contract and incorporated by reference with it, if necessary, for clarity 1
and mutual understanding of the parties.
If the staff deter-i mines that a Memorandum of Understanding is not required., the Commission should be informed of the reasons leading to that j
conclusion.
