July 27, 1976 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT --

FNS-76-35 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security'or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Subject:

THREAT OF DESTRUCTION At 2:55 p.m., CDT, on July 26, 1976 the Daniel Construction Company Manager of Services at Farley Nuclear Plant received a call on his office phone from an unidentified male.

The caller reportedly said "This is a national terrorist group. There'll be a lot of trouble today at Farley Nuclear Plant."

The licensee reported that the FBI'had been notified but didn't know if the local sheriff had been advised. He called back ct about 4:50 p.m.

to report that the sheriff had been notified, but already knew of the threat.

Radio station WOOF in Dothan had re.ceived a similar telephone call at about the time the call was received at the plant site. The message received by the station was as follows:

"This is the Inter-national Terrorist Group for the Destruction of All Nuclear Plants.

They think the trouble is all over at Farley, but it is not.

Farley Nucicar Plant will be destroyed." The licensee is investigating the possibility that the radio station may have taped the call.

The licensee does not currently plan to issue a press release and 2.

none is planned by Region II.

The IAT has been notified.

Receipt of the initial reactor fuel is due t.t Farley on July 28.

A Region II security inspector is enroute to the site today to conduct a previously scheduled pre-fuel receipt security inspection. He will review the situation.

Possible Related Information Labor prob 1 cms have occurred at the Farley site over the past month.

Union craft contracts have recently expired and the plant was picketed for a short time. The picket line was lifted last week and most of the craft workers returned to work. The Teamsters, Iron Workers and the Operating Engineers remain on strike.
