PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT- PNS-76-65 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is asthat all initially received without verification or evaluation and is basically is known by IE staff as of this date.

Facility: Waterford Steam Electric Station, Unit No. 3 (DN 50-382)

BOMB'IHREAT Two telephoned bomb threats were received at the site on November 3, 1976.

The first threat was received by the Ebasco receptionist at 10:39 a.m.

The caller, who appeared to be male stated, "There is a bomb in the plant and a lot of people will be killed if you don't move fast." The licensee implemented his project security plan which included evacuation of personnel and initiation of a search for the bomb.
