PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-PNS-76-65 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Subject:
BOMB'IHREAT Two telephoned bomb threats were received at the site on November 3, 1976.
The first threat was received by the Ebasco receptionist at 10:39 a.m.
The caller, who appeared to be male stated, "There is a bomb in the plant and a lot of people will be killed if you don't move fast."
The licensee implemented his project security plan which included evacuation of personnel and initiation of a search for the bomb.

The second threat was received by the Ebasco receptionist at 1:14 p.m.

first threat.
He stated, "Did you batch the joker, you have an hour and a half."
The, licensee initiated another search but did not evacuate the site.
The search was completed at 2:30 p.m. and no bomb was found.
local law enforcement agency and the FBI were informed of these incidents.
The Waterford, Unit No. 3 is in the early stage of construction and estimated to be approximately fifteen percent complete.
