On October 30,1997, the Nuclear Regulatory Commission (NRC) issued Reference (a). It stated that the Staff has concluded that the Joint Owners' Group (JOG) Program on Motor-Operated Valve (MOV)
Periodic Verification is an acceptable industry-wide response to Generic Letter 96 05. The JOG had agreed that after Reference (a) was issued, requests would be made for participating utilities to notify the NRC of their plans to implement the JOG program described in Reference (b) and justify any deviations from it.
By this letter, we are providing our plans to continue participating in the JOG MOV-Periodic Verification Program as a member of the Combustion Engineering Owners Group and to implement the program elements described in References (a) and (b).
I O However, we plan to deviate from Reference (b) as described below:

Reference (b) states that the dynamic tests associated with the JOG program will be c March 2002. The valves that we are testing cannot be dynamically tested online. Because we are on a two-year refueling cycle, and the Combustion Engineering Owners Group joined the JOG too late for us to test valves during the 1997 refueling outage, we will not complete the third and final tests on two of our MOVs until the 2003 refueling outage.
