Enclosed are copies of References (1) and (2) which deal with NUMARC's proposed initiatives for dealing with station blackout. Reference (2) was the principal topic of discussion in our meeting of July 9, 1987 (see Reference 3) and as noted in M. McGarry's cover letter deals with a simplified 4-hour coping procedure. Reference (1) supercedes the April 24, 1987, Draft 0.0.
Please utilize these drafts (as appropriate) in your preparations of the final resolution package for USI A-44 'and I will be in touch with you regarding setting up a meeting in August 1987 with NUGSB0 to discuss these documents.
