Dear Chairman Bollwerk and Judges Kline and Lam:

I My letter of June 8,1998 advised the Board and the parties of the statement made at the June 2,1998 EIS scoping meeting by the Project Director of technical and licensing activities for Private Fuel Storage concerning the evaluation of transportation alternatives for the Private Fuel Storage Facility.

To inform the Board and the parties of further developments on this matter, PFS has now completed detailed field studies for a transportation corridor along the western side of Skull Valley. Based on the results of those studies, Private Fuel Storage, L.L.C. at its June 22 Board meeting has endorsed a rail-spur along the western side of Skull Valley (beginning from a point on the main railroad line approximately 15 miles west of Rowley Junction) as the primary transportation option. The heavy haul alternative using Skull Valley Road would be retained, with the proposed Intermodal Transfer Point moved to a site approximately 1.8 miles west of the l

site currently identified in the Environmental Report. PFS believes that these changes should help to alleviate at least some of the objections that have been raised with respect to the original transportation plan, including moving the transportation further from possible points of congestion. An amendment to the Application to reflect this information will be prepared and submitted by late summer or early fall.

We will inform the Board and the parties of significant new developments as they occur.
