The District submitted Proposed Amendment No.158, to the NRC on May 14 with a >

follow-up letter on September 25, 1987. Per a subsequent telephone conversation additional information with regard to the Hydrogen Purge System L was requested, j It is the District's intention that the existing hydrogen purge blowers be removed from service and isolated. The portions of the system required for the operability of the hydrogen monitors and radioactivity samplers will remain in service. Also, the dedicated containment penetrations for

. connection of an external recombiner will remain isolated, with essential <

power from the valves removed. l 1

Operating procedures will remain in effect while Nuclear Engineering continues to develop a final disposition for the hydrogen purge blowers. Surveillance requirements will be discontinued because the Hydrogen Purge System is no longer required for combustible gas control.

l In addition to a combustible gas control system for accident mitigation, i 10CFR50.44(e) also requires that the plant retain a controlled purge j capability for post accident recovery. This capability is available by use of '

Containment Purge and Pressure Equalization Systems. These systems are currently under surveillance per Section 4.11 of the Rancho Seco Technical Specifications.

The reactor building purge isolation valves are closed with their breakers de-energized during normal operation per Tech Spec 3.6.7; however, the system can be made operational when required. The containment pressure equalization valves close on ,a containment isolation signal to isolate the purge and equalization systems from the contairiiaent. When the containment pressure stabilizes, the equalizing valves can be opened to reduce containment pressure i before purging the containment. Both systems exhaust to the reactor building f exhaust stack which is monitored by high range noble gas effluent monitor.
