Dear Ms. Chancellor:
On June 22,1998 you wrote to me to " document the ongoing problems the State is having in obtaining relevant information that the Applicant submits to the NRC." The letter listed four documents which had recently appeared on the Public Document Room's l
accession list and which you stated that the State did not have. Your letter then concluded that "whatever system you have devised for forwarding to the State...information submitted by or on behalf of the Applicant to the NRC Staffisn't working."
l We have checked on the distribution of the documents that you listed. The l
second, third and fourth items (May 22,1998 letter forwerding Rev. I to SAR and Emergency Plan; SAR Rev. I replacement pages; and Emergency Plan Rev. I replacement pages) were transmitted to the State on May 28,1998, as indicated on the attached transmittal sheet. Two controlled copies of tl,ese documents were sent to the
. State, one to Diane Nielsen, Executive Director of the Utah Department of Environmental Quality, and one directly to Govemor Leavitt. PFS received no indication that these addressees did not receive the mailings. The same distribution had been made with respect to the Application itself at the time that it was filed with the NRC. If this distribution is not acceptable to the State, please let me know and PFS will redirect submittals to other addressees.

With respect to the first of the four documents, the May 18 letter from John Parkyn to NRC, it appears that this letter was in fact not originally sent to you. The error probably occurred because the letter originated with, and was distributed by Mr. Parkyn, rather then by the PFS Project Office. I understand that you have already received a copy of that letter. I apologize for the delay.
