REFERENCE:

1) 2NRC-7-068, dated April 6, 1987 Gentlemen:

The attached Relief Request 10 is for welds on the Recirculation Spray Pump. (2RSS*P21A) that, because of inaccessibility, could not be' completed in accordance with ASME Section XI. (Relief Request 10) gives the appliceble code years and Addenda, type of examination, basis for relief and the alternative examination.

Attachment 2

lists the applicable welds and provides other pertinent information.

' Attachment 3 is a copy of Specification 2BVS-15 which included the NDE requirements under ASME III Class 2.

The _ format of the relief request follows the guidance provided. by yaur staff.

During the preservice examination of piping weld, ten (10) welds were identified where a full code examination could not be completed.

The applicable welds are shown in the attached list.

Section XI figures describing examination requirements do not recognize actual as-b u il t configurations or metall urgical constraints which interfere with so ' face and vol umetric ex amination.

Inspections were performed at the Nu1 mum pUtentage practicable as shown in the attached j

listing.

Alternative Examination:

The required weld volume was examined to the maximum extent practi:able.

These welds have been hydrostatically tested per the applicable construction code.

Original ASi4E III Fabrication NDE:

ASME III NDE was performed in accord ance with Specification 2BVS-15

( ATT. 3) and the requirements of ASME III 1971 S 1972 Addenda.

2 Nondestructive Tests 3

Nondestructive testing examination, where required, 4

shall be performed in accordance with ASME III, Class 2.

5 Procedures and personaal for nondestructive testing shall be 6

qualified in accordance with AsME III.

Six copies of the 7

nondestructive testing procedures shall be submitted to the 8

Engineers for approval prior to any NDT testing. NDT. procedures 9

and NDT personnel qualifications shall be verified by Engineers' l.

10 shop inspector.

All. nondestructive test results shall _be l

11 verified by the Engineers' shop inspector, and one copy of all I

12 radiographic film and six copies of all other nondestructive test 13 results shall be forwarded to the Engineers. The package is to 14 include technique sheets, reader sheets, and weld repair map.

15 Hydrostatic Tests

16 The pump discharge column and associated pressure 17 containing parts shall be tested hydrostettically to at least 18 1.5 times the der.ign pressure.

19 Each' suction well casing shall be tested hydrostatically in accordance with the. requirements of ASME III, C1 css 2.

20 21 Hydrostatic tests shall be applied for a minimum of one O

22 half hour using water.

The acceptance criteria shall be no 23 visible leakage. Following a successful hydrostatic test, final 24 cleaning shall be performed.

25 Performance Tests 26 Performance tests shall be made on all pumps furnished.

27 The same motor and receiver can shall be used for all full stack 28 performance tests since all cans have identical physical 29 characteristics and any difference can be considsred negligible.

30 The pump shall be' tested and assembled as a complete 31 unit. The tests shall be conducted in accordance with the ASME 32 Power Test Code for Centrifugal Pumps, PTC 8.2, 19t 5.

A 33 description of the test setup and instrumentation and the test 34 procedures to be used shall be submitted to the Cngineers for 35 approval at least three months prior to the test.

36 Prior to the performance test, each pump shall be run 37 for a minimum of two hours at the guaranteed flew and rated 38 speed.

39 A minimum of eight test points shall be taken to define l

40 the performance characteristics of each pump tested.

The l

41 performance test shall cover the flow range from shutoff to p,

42 125 percent of the design flow and shall include a point at the

,j 43 guaranteed flow.
