ENCLOSURE l PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD  :

OCTOBER 8- OCTOBER 22, 1987 1.0 Plant Status As of 8:00 a.m., on October 22, 1987, Unit 2 and 3 are ir a cold condition per the March 31, 1987, NRC Order with coolant temperatures less than 200 degrees Fahrenheit. Unit 3 core off load is about 30% complete.

2.0 Facility Operations Summary Unit 2 is completing a refueling outage which began March 13, 1987. Final work is being performed to support the reactor pressure vessel hydrostatic test. Unit 3 has been in a cold shutdown condition per the March 31, 1987, '

NRC Order since April 1,1987. The Unit 3 recirculation system pipe replacement outage is in progress. Unit 3 reactor defueling is on hold due to refueling bridge problems.

3.0 Items of Special Interest 3.1 A public meeting will be held on November 4,1987, in Lancaster County, Pennsylvania to receive public comments on the Philadelphia Electric Company (PECo) restart plar. The meeting will be held at the Solanco High School, Robert Fulton Highway, Quarryville, PA from 7:00 p.m. to 9:00 p.m.

3.2 The NRC notified PECo on October 8 that it was deferring further review of the utility's restart plan until a revision to the plan was <

received which addressed a fundamental NRC concern regarding the past inability of Philadelphia Electric Company to self-identify problems and implement timely and effective corrective actions.

3.3 On October 9,1987 PECo plans for a major corporate reorganization of its nuclear operations and support services. The reorganization is intended to strengthen corporate and site management and to demonstrate a commitment to excellence in the operation of their nuclear facilities.

3.4' Dr. October 16, 1987 members of the NRC briefed the Harford County Cnuncil on technical questions raised by the council and the Deer Creek Watershed.

i 4.0 Other Items of Intersst 4.1 On October 12 a partial containment isolation occurred on Unit 3 during surveillance testing. An unplanned shutdown cooling (SDC) isolation occurred when the injection valve stroked closed. An apparently inadequate procedure change resulted in the valve closure. The operators tripped the associated Residual Heat Removal L (RHR) pump upon the valve closure. The valve was reopened, the isolation was reset, and SDC was returned to service within minutes of the isolation. i 4.2 On October 14 logic power to the Unit 2 High Pressure Cool. ant t Injection System (HPCI) was lost when a fuse blew. The fuse was replaced within five rninutes. The licensee has not identified the cause of the blown fuse, but believes that someone inadvertently caused a short during cable pulling and modification work which was 4 being performed in several control panels. A four hour Emergency Notification System (ENS) call was made even though Unit 2 is currently I in a cold shut down condition. The basis for this report was that HPCI is a single system and its failure whether operating or shut down, was reportable.

4.3 The operating shift rotation schedule at Peach Bottom was changed effective October 19. The new schedule continues with a 6 shift 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> rotation. However, the schedule rotates from midnight shift l (11:00 p.m. - 7:00 a.m.) to dayshift (7:00 a.m. - 3:00 p.m.) and "

then to afternoon shift (3:00 p.m. - 11:00 p.m.) This new rotation 4 revises the previous rotation schedule. Two utility (day shift) {

shifts are included two weeks after the midnight shift. The schedule d repeats every 6 calendar weeks and the maximum routine hours per  !

week are 40.

5.0' NRC Activities During the Period j

Three NRC Resident Inspectors were assigned to monitor plant activities l between October 8 and October 22, 1987. These individuals consisted of the following:

Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activities and l demeanor, reportable events, surveillance testing, outage activ'ities, i maintenance, and outstanding items.

I Two inspections were performed at Peach Bottom by region based inspectors from October 19 through October 23, 1987. The fire protection and health physics areas were inspected.

An NRC project inspector is also on site to review existing unresolved i items for completion.
