Gentlemen:
This letter addresses the inspection of your facility at Lynchburg, Virginia, conducted by Mr. R. L. Cilimberg and Mr. K. C. Leu of this office June 1-5, 1987, and the discussions of their findings with Mr. R. A. Alto and other memberts of your staff at the conclusion of the inspection.
The purpose of this inspection was to review the fuel assembly fabrication activities associated with Babcock and Wilcox (B&W) and the implementation of the quality assurance (QA) program at your Lynchburg facility. The inspection-included a review of document control, internal audits, material control, control of nonconformances and related corrective action, and evaluations by ~.
B&W of the leaking fuel at various facilities.
Areas examined during the inspection and the findings are discussed in the enclosed report. This-inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations-by the inspectors. Within the scope of this inspection, we found no instance where you failed to meet NRC requirements.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room.
