This revision reflects the methodology used at THI-1 to meet 10CFR50 Appendix

R including revisions as a result of verification of as-built documentation.
i The TMI-1 FHAR, Revision 9 has been substantially reformatted and consolidated

into two volumes.
As discussed with the NRC on September 10, 1987, GPUN has reconsidered its current methodology that manual actions taken at specific components or local control panels require exemption requests.
These actions can be interpreted as being " emergency control station (s)" per 10CFR50 Appendix R, Section III.G.1(a) and as such no exemption from the regulation is required.
Therefore, manual actions required for Appendix R safe shutdown i,cenarios may be evaluated by the appropriate Fire Hazards Analysis and internal 10CFR50.59 safety evaluations and if acceptable the manual actions will be incorporated into emergency fire procedures without prior NRC approval.
NRC will continue to be notified of such changes through the 10CFR50.59 annual report and the annual update of the TMI-l FHAR.
