Dear Mr. Hepler:
Enclosed for your information are copies of the staff's Commission paper (SECY-98-061) and the associated Staff Requirement Memorandum (SRM) dated June 26,1998. By this letter, I am requesting that the Federal Radiological Preparedness Coordinating Committee (FRPCC) be reconvened to address the Commission decisions regarding the use of Kl during severe reactor accidents. In accordance with the SRM, by July 15,1998, the staff will propose changes to the Federal Emergency Management Agency's (FEMA's) Final Draft of the Federal Register Notice (FRN) to the Commission for its review. Upon the Commission's approval, we will forward to FRPCC the proposed changes to FEMA's Final Draft FRN.
