Commissioner Dicus' comments on SECY-98-106:
I approve the staff's recommendation to conditionally accept the responsibilities under the new protocol. However, I believe that the letter to Mr. Wulf needs to be strengthened with respect to our position on being given the resources to cover the additional NRC staff effort that will be necessary to carry out the protocol. To do this, I recommend two changes to the letter:
- 1. List the resource contingency as the first bullet.
- 2. Add, as a new paragraph following the third bullet:
Be advised that the matter of obtaining the additional resources, in;luding full-time equivalent staff, to carry out the additional responsibilities under the protocol is viewed by the Commission as critically important to the NRC given the current budgetary pressures.
