Unit Staff Qualifications Gentlemen:

The purpose of this letter is to transmit an application for amendment to Facility Operating License No. NPF-42 for Wolf Creek Generating Station, Unit No. 1. This 'icense amendment request proposes revising Technical Specification Figure 6.2-2 and Section 6.3.1, which address the Unit i Organization and Unit Staff Qualifications.

This application for amendment revises Technical Specification Figure 6.2-2 to reflect changes in organizational reporting relationships. Technical Specification 6.3.1 is also being revised to replace reference to the Site Health Physicist with a reference to the Radiation Protection Manager.

A complete Safety Evaluation and Significant Hazards Consideration are provided as Attachments I and II respectively. The proposed changes to the Technical Specifications are provided in Attachment III.

l In accordance with 10 CPR 50.91, a copy of this application, with attachments j is being provided to the designated Kansas state official. Enclosed is a check (No. 000204) for the $150.00 application fee required by 10 CFR 170.21.

l The proposed revision to the Wolf Creek Generating Station Technical Specifications will be fully implemented within 30 days of formal Nuclear Regulatory Commission approval.

4 Attachment I to UM 87-0203 Page 1 of 1 July 28,1987 SAFETY LVALUATION The purpose of this amendment is to reflect reporting relationship changes in the Wolf Creek Unit Organization as shown in Figure 6.2-2 and to elevate the responsibilities of the Padiation Protection Manager to a higher level of ,

management, when necessary, if the qualifications of Technical Specification l l 6.3.1 are met.

The first requested ru ision results from changes in reporting relationships.

fne Medical and Safety Groups are being deleted from Figure 6.2-2 as they now report through the Operating Corporation Organization, Figure 6.2-1, to the Director Administrative Services. The Results Engineering Group previously reporting to the Superintendent of Plant Support now reports to the Superintendent of Technical Support. The Health Physics Group previously reporting to the Superintendent of Technical Support now reports to the i

Superintendent of Plant Support. These changes represent organizational )

enhancements by altering reporting relationships and do not constitute a i change in job responsibilities or overall organizational comitments. j The second requested revision allows a qualified individual to assume the i responsibilities of the Radiation Protection Manager if he meets or exceeds the qualifications required by Technical Specification 6.3.1. This change does not reduce the level of Health Physics expertise within the Plant Staff since the same technical and management responsibilities are still embodied in i

the Plant Support Organization. I The proposed revisions do not increase the probability of occurrence or the l consequences of an accident or malfunction of equipnent important to safety previously evaluated in the Safety Analysis Report. These changes involve organizational enhancements and have no effect on plant' equipaent.

Technically qualified personnel are maintained within respective groups.

The proposed revisions do not create the possibility for an accident or malfunction of a differc:nt type than any evaluated previously in the Safety Analysis Repu ., These thanges do not affect plant systems or the overall operating philosophy of Wolf Creek Generating Station.

The proposed revisions do not reduce the margin of safety as defined in the basis for any technical specification. These changes do not involve any modifications of overall organizational commitments or the reduction of qualified personnel who operate Wolf Creek Generating Station.

Based on the above discussions and the considerations presented in Attachment II, the proposed Technical Specification Revisions do not increast the probabi1 Pry of occurrence or the consequences of an accident or malfunction of equignen' ' important to safety previously evaluated in the safety analysis report; or create a possibility for an accident or malfunction of a different type than any evaluated previously in the safety analysis report; or reduce the margin of safety as defined in the basis for any technical specification.

Therefore, the proposed revisions do not adversely affect or endanger the health or safety of the general public or involve a significant safety hazard.

These changes involve organizational modifications and reassigranent of responsibilities, as such, have no effect on plant equipnent or reduce the level of qualifications for the Radiation Protection Manager.

The proposed revisions do not create the possibility of a new or different l kind of accident from any accident previously evaluated. These changes do not affect plant systems or the overall operating philosophy of Wolf Creek Generating Station. l The proposed revisions do not involve a significant reduction in a margin of I safety. These changes do not involve any changes in overall organizational l commitments. Organizational modifications and reassignment of I responsibilities do not reduce any margin of safety.

l Based on the above discussions and those presented in Attachment I, it has l

been determined that the requested Technical Specification revisions do not l involve a significant increase in the probability or consequences of an I

accident or other adverse condition over previous evaluations; or create the l possibility of a new or different kind of accident or condition over previas i evaluations; or involve a significant reduction in a margin of safety.

Therefore, the requested license amendnent does not involve a significant hazards consideration.
