NRC SECURITY INSPECTION REPORT 50-346/98008(DRS)
Dear Mr. Wood:
On June 17,1998, the NRC completed an inspection at the Davis-Besse Nuclear Power
Station. An onsite and inoffice inspection was conducted between May 26 and June 17,1998.
Mr. G. Skeel and other members of your staff were notified of the results of those activities on
FJune 17,1998.'
Areas examined during the inspection are identified in the report. Within these areas, the
inspection consisted of a selective examination of procedures and representatives records,
observations, and interviews with personnel. The object of the inspection effort was to
determine whether activities authorized by the license were conducted safely and in
accordance with NRC requirements. The enclosed report presents the results of that
igspection.
Based on the results of this inspection, the NRC has determined that a violation of NRC-
requirements occurred conceming the failure to provide to your own staff, and other NRC

licensees, some information required for background investigation evaluation. The violation is
- cited in the enclosed Notice of Violation and the circumstances pertaining to the violation are
described in detail in the enclosed report. The violation is of concern because the requirements
were clearly described in procedures, the practice was longstanding, and the deficiency was not
identified by the security staff responsible for monitoring the access authorization program, or

by the Quakty /o3urance staff that is responsible to audit the program.
In contrast to the above issue ~, other security self-assessment efforts were considered a positive
' achievement. The self-assessment efforts were varied, adequately documented, and
effectively monitored.
