It is requested that the. U.S.

Geological Survey facility license and technical specifications be amended to exempt certain' H

i surveillance requirements and to make certain corrections requested by your of fice.

Item 3.

Section A of the facility license to be amended to read as follows:

A.

Maximum Power Level The licensee may operate the reactor at steady-state'~

power levels up to a maximum of 1000. kilowatts (thermal).

The maximum worth of the transient rod-fully. inserted by the drive mechanism in relation to fully withdrawn' shall be ' equal' to or less than 2.9%

delta k/k.

Changes to.the enclosed technical specifications;areLindicated by a vertical line in the left margin.

The changes in surveillance requirements 'are.. requested 'because the reactor has been shutdown-panding'.the installation of a.new.

4 tank liner.. The reactor will be de-fueled during this period, and it'will not be possible to perform thesel surveillance activities.
