Correction of P-Letter Number Gentlemen:

PSC inadvertently submitted a letter, concerning the Fort St. Vrain fire recovery plan (P-87347) which had been improperly numbered. The correct letter number should be P-87374.

Please destroy letter P-87347 dated October 19, 1987, Williams to Document Control Desk concerning the Fort St. Vrain Fire Recovery Plan and replace it with the correctly dated letter P-87374 (attached).

Fire Recovery Plan Gentlemen:

The Public Service Company of Colorado (PSC) is in the process of assessing the cause and the extent of damage resulting from the October 3,

1987 fire in the Fort St. Vrain (FSV) turbine building.

PSC is formulating a detailed plan which encompasses:

(1) the I

recovery from the fire, (2) the return of the Fort St. Vrain plant to operation, and (3) the longer term assessment of the broader implications of the fire in both the technical and operational l

aspects of Fort St. Vrain.

Based on the post-fire cleanup and I

inspections accomplished to date, PSC's initial assessments and a l

detailed fire recovery plan are expected to be ready for review with the NRC in two weeks.

PSC proposes -that a meeting with the NRC be held in two weeks at Region IV headquarters in Arlington, Texas at which time PSC would present its detailed FSV fire recovery plan as well as plans for restart.

Short term and long term activities will be identified to restore the plant to operational status and to prevent future recurrence.

PSC will keep the Senior Resident Inspector fully informed of our progress in the recovery plan process and intends to maintain Fort St. Vrain in a shutdown condition until the issues associated with this matter are resolved.

PSC will be in contact with NRC personnel to set a mutually acceptable meeting date and
