SUBJECT:

RESTART OF MILLSTONE NUCLEAR POWER STATION UNIT 3 The purpose of this memorandum is to inform the Commission that the staff has determined, and that I have verified, that Northeast Nuclear Energy Company (NNECO) has satisfactorily completed the remaining restart-related issues at Millstone Unit 3. Consequently,, I have provided approval for NNECO to commence restart actions.

On June 15,1998, the Commission issued a staff requirements memorandum (SRM) providing its restart authorization for Millstone Nuclear Power Station Unit 3. This restart authorization was subject to the satisfactory completion of all remaining issues requiring NRC verification. ~ The SRM also designated the Executive Director for Operations as the senior manager responsible for verifying the appropriate aspects of Inspection Manual Chapter (MC) 0350, " Staff Guidelines for Restart Approval," are completed and for approving commencement of actions to restart Unit 3.

- As noted in the attached memorandum from the Director of the Special Projects Office (SPO)

(Attachment 1), the licensee submitted a letter indicating its readiness to enter Mode 2 on June 29,-

1998. The Millstone Restart Assessment Panel (Panel) met on a number of occasions to review the licensee's efforts to address the remaining restart-related issues that existed at the June 2,.-

j 1998, Commission meeting or which have emerged since then. Attachment 1 provides the results l

of the staffs review.- I have reviewed the staff's efforts and I was briefed by SPO on the pertinent issues and the results of the staffs assessment. These issues have been satisfactorily resolved. l.

I have determined that Millstone Unit 3 is ready to restart and have provided approval to NNECO to f

commence restart actions.~ Attachment 2 is the letter sent to NNECO providing approval to I

commence restart actions.
