Dear Mr. Randolph:
The enclosed report provides the results of an audit conducted by the Office of Nuclear Reactor Regulation of the commitment management program at the Callaway Plant. The insights gained from the audit at your facility will be used, along with the results from similar audits of seven other licensees' commitment management programs, to determine what, if any, changes
' to NRC policy or regulations are warranted. in addition, the staff has undertaken discussions with the Nuclear Energy Institute to determine if changes in their guidance document,
" Guideline for. Managing NRC Commitments," might be mutually honeficial for licensees and the NRC staff. The staffs efforts and recommendations in this area will be presented in reports to the Commission later this year.
