Dear Mr. Bowling:

In a April 1,1998, letter, Northeast Nuclear Energy Company (NNECO) requested a license -

amendment to revise the Millstone Unit 3 licensing basis by adding a new sump pump subsystem to address groundwater inleakage through the containment basemat.

In order for the staff to complete its review, the staff requires additional information regarding the qualification of the new sump pumps. During the onsite NRC review of your operability determination associated with the new sump pump subsystem, the staff reviewed a vendors test report on the qualification of the sump pumps, which was prepared for Northeast Utilities. Please provide the complete test report in order for the staff to complete its review of your license amendment request. Please respond to this request for additionalinformation as soon as l possible..
