The findings of this inspection were also discussed on September 30,.1987

during the enforcement conference at the University of Alaska which was-

attended by you and other members of your staff, and Messrs. James

The. inspection was an examination of the activities conducted under your

license as they relate to radiation safety and to compliance with the

. Commission's rules and regulations and the: conditions of your license.

inspection consisted of selective examinations of procedures and.

, representative records, interviews with personnel, and observations by the

inspector,

Based on the results of this inspection,.it appears that certain of your

activities were not conducted in full compliance with NRC. requirements, as set

forth in the Notice of Violatiothenclosed as Appendix A to this letter.

'The increasing number and nature of the violations identified, during the

inspection, indicate that the management of your radiation safety program has

been ineffective in preventing violations of NRC regulations.

The violations

of NRC requirements were particularly widespread in the use of licensed

material in those areas not associated with the Institute of Arctic Biology.

.The inspection findings' demonstrate a .need for you to institute' a: strong -

management. control. system such as.the.use of program audits or other

evaluations of your licensed activities and radiation safety program.

Consequently, in your reply'you should ~ describe those actions taken or planned

to improve the effectiveness.of the'overall. management' control, system that

Dwill assure NRC regulatory compliance. To emphasize our concern, an early

reinspection of the licensed program will.be conducted by the NRC.

Your response to this Notice is-to be submitted in accordance with the

provisions of 10 CFR 2.201 as stated in Appendix A, Notice of Violation.

The responses directed by this letter'and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget'as

required by the Paperwork Reduction Act of 1980, PL 96-511.
