Vogtle Electric Generating Plant - Unit 1; 50-424; IE Bulletin 79-14; Letter GN-1273 dated 12/31/86 In the referenced correspondence, Georgia Power Company (GPC) notified the USNRC that it had completed its Final Design Verification Program l

for Safety-Related Piping Systems for Unit 1 of the Vogtle Electric Generating Plant (VEGP).

This program was designed to address the requirements. of USNRC IE Bulletin 79-14 and was completed during the construction phase.

For plants under construction, IE Bulletin 79-14 and its supplements require construction permit holders to inspect all safety-related piping 2-1/2 inches in diameter and greater and seismic Category I piping regardless of size which was dynamically analyzed - by computer.

The GPC Final Design Verification Program consisted of. engineering / construction walkdowns of all, safety-related piping systems - regardless of size or analytical method.

requirements of IE Bulletin 79-14.

Item 1:

This ' item is not applicable to VEGP since the requirements of the Bulletin were addressed during the construction phase.

Item 2:

For portions of systems which are normally accessible, inspect i

one system in each set of redundant systems and all non-redundant syster.: for conformance to the seismic analysis input information set forth in design documents.

Include in the inspection:

pipe run geometry; support and restraint design, locations, function and clearance (including floor and wall penetration); embedments (excluding those covered in IE Bulletin 79-02); pipe attachments; and valve and valve operator locations and weights (excluding those. covered in IE Bulletin 79-04).

inspect all other normally accessible safety-related systems and all normally inaccessible safety-related systems.

Response

Although not required by IE Bulletin 79-14, the Vogtle Final Design Verification Program for Safety-Related Piping was performed in two phases.

Phase 1 was generally conducted when approximately 75% of the supports and all the piping was installed on a line.

Phase 2 was generally conducted when 100% of the supports were installed.

The walkdowns were structured to support the two phases of the final design verification effort.

The Phase 1 walkdowns gathered data concerning the following elements:

valves and valve operator identification, location, and orientation (this information was used to verify valve weights); building seismic joints; piping geometry and clearances; support design, location, restraint type, and clearances; use of shim plates; building attachments such as embed plates and base plates; tubing interfaces; and penetration location and clearances.

The Phase 2 walkdowns, which were performed using the information gathered in the Phase 1 walkdowns, collected the following information:

field data for supports or other attachments installed or reworked subsequent to the Phase 1 wal kdowns; a review of drawings revised since the Phase 1 walkdown to ensure the validity of previously gathered information; any information not available during the Phase 1 walkdown or any additional data requested by reconciliation engineers.

Walkdowns were conducted using procedures developed specifically for the Final Design Verification Program to address the requirements of IE Bulletin 79-14.

Copies of controlled as-built drawings provided by the piping contractor, Pullman Power Products, were used in the walkdowns.

Data gathered during the wal kdowns was documented on the drawings and provided to stress reconciliation engineers to be used in verifying the qualification of the as-built configurations of the safety-related piping systems.

When changes were requi red to piping system components and/or design documents as a result of the stress reconciliation engineers' evaluation, design change documents, such as Drawing Change Notices, were issued in accordance with established project procedures.

When the design changes were implemented, revised as-built drawings were prepared if requi red and submitted to engineering for evaluation and incorporation into stress calculations.

Stress Reconciliation Notices (SRN's) were issued to identify piping systems for which the verification / reconciliation process was completed.

In conclusion, the GPC Final Design Verification Program has effectively ensured compliance with IE Bulletin 79-14 for Unit 1 of the Vogtle Electric Generating Plant.

A similar program as.that used. for Unit I has been initiated for Unit 2 and is expected to be completed prior r

to fuel load.
